There is no doubt that local and intra-zone voice communication (fixed and wireless access to PSTN in urban and rural areas) is the most traditional one. JSC «Sibirtelecom» - is the innovative company investing much in the modernization of the telecommunication network. Fast development of the new telecommunication technologies changes the subscribers’ requirements to the telecommunication services, including traditional ones. In the beginning of 2006 in Omsk and Novokuznetsk JSC «Sibirtelecom» launched the first NGNs in Siberia. The journalists called NGN as the “smart network” thanks to its unique architecture and the wide range of services provided. It is the modern fixed telecommunication network being the basis to provide more than 50 value added services, multi-channel digital TV, HS broadband Internet access.

NGN technology allows the company to provide the new attractive services and improved its position as related to the development of the multiple services transport networks and broadband networks, raise of the digitalization ratio and make the necessary upgrade of the switching capacities of the network. Digital technologies based development of the telecommunication network allows the company to provide to their subscribers a great number of the new value added services – call diverting, call waiting, tone dialing, alarm service.

A new term “intra-zone voice communication” aroused within the scopes of the project of the Ministry of Information Technologies and Telecommunication on the liberalization of long distance communication. It is the voice communication between the subscribers located in the different administrative areas of the territory of the same Federal District of the Russian Federation.
